June 10, 2021

To:  The McLean County Bar Association:

I hope this message finds you and your family healthy, happy and invigorated as we approach summer and the hopeful end of the pandemic. It is a pleasure to be able to provide a court update. I am happy to report that the courts are returning to more in-person hearings in dockets that are not particularly conducive to remote hearings such as the criminal dockets with remote hearings sticking around for the foreseeable future in the civil and family dockets.

We are fortunate in the entire 11th Circuit that we are not experiencing criminal or civil jury trial backlogs like many other Circuits are experiencing with some Circuits reporting backlogs that may take years to clear up. That is a testament to the hard work and planning of all the 11th Circuit Judges, staff and judicial stakeholders, including, but not limited to the States Attorneys’ Offices, the Public Defender Offices, the Sheriffs’ Departments, the Probation Departments, the private bar and many others. I cannot thank all of them enough for helping us make it through the past fifteen or so months. A special thank you to Will Scanlon, our Trial Court Administrator, who had to bear the brunt of never-ending Covid-19 court operational issues.

I entered a new Administrative Order on June 10, 2021 with an effective date of June 14, 2021 that amends, modifies and loosens our pandemic restrictions, policies and protocols. A copy will be posted by Mary Sellmyer by the time you read this update. [AO 2021-17 LINK] Hopefully, this will get us a little bit closer to what we remember as “normal”.

As always, on behalf of the entire Judiciary, we thank you for your continued patience and understanding. Should you have any questions or concerns on court operations, please contact Trial Court Administrator William Scanlon at (309) 888-5266.

Best regards.
Chief Judge Mark A. Fellheimer
