McLean County Health Department
Illinois Department of Health

MESSAGE FROM THE PRESIDENT

Dear fellow Members:

It is quite an understatement to state that things had changed quite dramatically over this past week. In light of the directives from the CDC, Illinois Supreme Court, Governor Pritzker and Chief Judge Fellheimer, among other authorities, I wanted to update you on significant changes that will affect all of us, not only in McLean County, but circuit and statewide. These changes are effective immediately. In the interests of safeguarding the health and safety of the public at large, staff, employees, law enforcement, courthouse security, judges and attorneys,  the only cases which will be heard in the Eleventh Judicial Circuit Courts, consisting of Ford, Livingston, Logan, McLean and Woodford counties, will be criminal felonies, bond hearings, juvenile abuse/neglect, juvenile delinquency cases, petitions to rescind summary suspension and any other emergency hearings as they may arise. All are directed to avoid coming to court if you do not have a case that falls into one of these categories.

An order with specific details is expected to be published today, March 16th, which will include the process of notifying litigants of a future date. In addition, please check the Illinois Supreme Court website for additional procedures as to the Eleventh Circuit after March 16th.
Given the adjustments to be made with this new schedule and that our courthouses are expected to receive a large number of calls concerning pending matters, emergency hearings and attempts to reschedule what is being moved, it is kindly requested that we all have our assistants wait a week or two before contacting the courthouse to schedule new court hearings and the like.

And, if you are appearing in the McLean County courthouse, please take note that the back courtroom doors on the 3rd, 4th and 5th floors will be locked and back hallway access is restricted to authorized court personnel only: Judges, Trial Court Administrator, Judicial secretaries, Circuit clerk and staff, Court reporters and Courthouse Security/Sheriff personnel. If you need to speak with one of these persons, you are directed to email or telephone with your request. See Administrative Order from Chief Judge Mark Fellheimer, dated March 13, 2020, posted on the MCBA website.

As to our schedule of CLE and Social events, we are heeding precautions to refrain from organizing and attending large gatherings based on recommendations of the CDC and ISBA. Thus, we regret to inform you that we need to CANCEL the following events and activities: (1) Bar CLE luncheon on Collections on Tuesday, March 17th; (2) Our St. Patrick’s Happy Hour at Reality Bites on Thursday, March 19th; and (3) the Spring Cleaning Clothing Drive.

At this time, it is uncertain when we will be able to hold any live CLE programs and the MCBA's social events are similarly held in the state of "To be determined". As such, we are currently NOT accepting registration for the April 24th Mackinaw Valley Winery Tour, The 2020 Law Day Gala on May 8th or our Annual Softball Game with the Champaign County Bar Assoc., which was to be held on April 25th or May 9th. Please stay tuned as we will assess in the coming weeks how CLE programs and/or our social events may be conducted.

Obviously, we are all similarly situated during this extraordinary time. It is understandable how these changes may make our daily lives difficult and that anxiety may be high, but we, as a group, can certainly navigate the disruptions caused by this virus. To that end, please exercise patience and understanding with your adversaries, staff, courthouse personnel and judges. The ability to be flexible will be key, particularly with deadlines, in scheduling, resetting or calendaring of our hearings and trials.

Please take care of your families, your staff and yourselves!! Be vigilant with your daily practice of personal hand hygiene and social distancing, particularly for those over the age of 60, or those that have asthma, heart disease or diabetes.

I look forward to a quick and complete return to normalcy.
Best regards,

Joe Foley

My name is Jorri Sandage and I am originally from LeRoy, Illinois. I am a sophomore studying Sociology at Illinois Wesleyan University. Upon graduation, I am planning to become a licensed social worker, and possibly go into adoption services. All of my life I have loved to help others, and felt as if that is my professional calling. As a stepping stone to this dream, I have been volunteering with the Illinois Justice Corps. By being a part of this organization, I aid in fighting the systemic injustices at play in the legal and court system. This opportunity has allowed me to help many patrons who would not otherwise have the resources or means to take legal action in their lives. At Illinois Wesleyan, I compete on the track team, running in sprint races and relays; I am the secretary of our National Society of Leadership and Success chapter, as well as a student worker for IWU Campus Safety and the annual Phonathon events. In my limited free time, I love to spend time with family, make crafts, sing and play the piano, as well as enjoy the outdoors.

Help The Immigration Project help others become Citizens!

Over the last ten years, Immigration Project has helped over 500 Lawful Permanent Residents to naturalize-be sworn in as U.S. citizenship! We would love your assistance in conducting legal eligibility screenings and in completing appropriate USCIS forms!  We provide training. Spanish is not required, though helpful for about a quarter of the cases and if necessary we can provide interpreters.

In-house clinics are held on a Thursday or Friday, with legal screenings in the morning, followed by a different team of form-fillers. We really need help with the legal screenings 9am-1pm, but would also love help with form-filling if you wish. The next two dates for in-house Normal Citizenship Clinics are April 24 and May 15.

Our quarterly Saturday workshops are in Monmouth (3/yr), Springfield (2/yr), Kankakee (2/yr), and Normal.  If interested in dedicating your Saturday and/or doing some direct representation on other types of cases, please contact Danielle DeWinter (ddewinter@immigrationproject.org).
