court notes
that many people that come to the courthouse don’t have a choice in whether they come or not and that they also can’t control who comes around them. We are hopeful this latest Order won’t last too long. We ask for your patience and hope you realize the front door security personnel must endure facial covering complaints and criticisms regularly and they are just doing their jobs. The good news is that all Judges are reporting that dockets are fully operational, and we have no reports of jury trial backlogs. That is a testament to the innovative methods and procedures Judges took early in the pandemic to avoid massive backlog issues. While the high volume courtrooms will take some time to get fully back on track, we believe we are in as good of a position as we could have hoped for last year. Evictions continue to be the area that is most problematic to the Courts both from a scheduling standpoint and from a legal standpoint. Without debating the federal and state moratoriums, the moratorium extensions with added wrinkles make it terribly difficult for the Courts to plan and be uniform throughout the State and Country in their application. We are hopeful some clarity will be forthcoming because as soon as we develop our local processes it seems that a new change has been enacted. We are thankful to Adrian Barr and Prairie State Legal Services along with the Town of Normal and City of Bloomington who have assisted the Court in setting up a quasi-rental assistance diversion program for landlords and tenants when they come to court for the initial court appearance. We have had good outcomes so far with the program. As always, on behalf of the entire Judiciary, we thank you for your continued patience and understanding. Should you have any questions or concerns on court operations, please contact Trial Court Administrator William Scanlon at (309) 888-5266. Best regards. Chief Judge Mark A. Fellheimer announcementMCBA has created two new committees. The Diversity & Inclusion Committee and the Membership Committee. We are currently seeking members who desire to take a leadership position within MCBA or members who would like to be involved with these committees or any other committees of MCBA. Please reach out to me at [email protected] to let me know if you would like to participate more in MCBA. I want to thank all of our past and current committee chairs and co-chairs for their work. There are currently openings on other committees for leadership roles as some of our long-standing chairs are ready to pass the torch when someone else can step-in. I am looking forward to seeing everyone soon! Julia WELCOME ed mckibbin
