December 9, 2022
Greetings to the MCBA, I hope this note finds you and your family well. As the Holiday season is upon us, I wish all of you Happy Holidays and a Happy New Year. My Chief Judge term ends December 31, 2022, and the Administrative Order for New Judicial Assignments takes effect January 1, 2023, so suffice it to say that we are in the midst of many transitions. Judge Costigan will take over as Chief Judge on January 1, 2023, as well and we look forward to his leadership. |
It has been a pleasure serving as Chief Judge since July 2018 and I have thoroughly enjoyed it. While Covid prevented me (and those I work with) from accomplishing everything I had planned when I started, I take solace in knowing that Covid forced us to progress in ways and areas we never thought or dreamed of before.
Reflecting on my Chief Judge term I am proud of what we accomplished and of all the hard work of everyone that makes the Courthouse tick, from Court Security to the Clerk’s Office to the maintenance staff to the Judicial Staff and Court Reporters to the Jury Bailiffs and many others. A big thank you to Mary Sellmyer for all that she does and for reminding me to get a note out to the MCBA like this one.
In addition to the massive disruptions Covid caused to Court operations here are some Circuit-wide facts that have occurred since my Chief Judge terms started:
Happy Holidays!

In addition to the massive disruptions Covid caused to Court operations here are some Circuit-wide facts that have occurred since my Chief Judge terms started:
- 7 new Judges meaning we were only at full staff for a portion of my term
- 3 new Probation Directors
- 4 new Public Defenders
- 2 new States’ Attorneys
- Implementation of the Pre-Trial Fairness Act
- Re-classification of case-type designations
- Zoom and remote hearings
- Criminal fee waivers
- Judicial Re-districting
- Justice Rita Garman’s retirement
- A new Supreme Court Justice, Justice Lisa Holder White
- And a partridge in a pear tree
Happy Holidays!
