To MCBA Membership, My husband, Eric Ruud, passed away December 19th due to complications related to Alzheimer's. On December 1st he had an opportunity to meet his new grandson, Oliver Eric Ruud.  He talked for years about wanting to be a grandpa and was so proud and excited when he saw him. Eric retired from the county as the Chief of the Civil Division of the State's Attorney's office and retired as a professor in the College of Business at ISU. A Celebration of Life is being planned for some time this spring and I will let you know when the details are finalized. Thanks, Brenda Temke

Each year, the MCBA gives a $2,500 Community Service Scholarship to a 2nd or 3rd year law student who demonstrates a commitment to legal aid work, pro bono activities, and community service. We had five great applicants this year. We are excited to announce that Serena Israel is the 2024 recipient of the MCBA Community Service Scholarship. Serena grew up in Hemet, California. She attended the University of California Santa Barbara and then obtained a Master of Science in Legal Studies from Loyola Law School in California. She currently attends the University of Illinois College of Law. She has accepted a full-time position at the Prairie State Legal Services Bloomington Office after she graduates from law school in May 2025. Ms. Israel interned at Prairie State's Bloomington Office last summer and works part-time at Prairie State during her final year of law school. Serena's work is excellent. She is driven by her passion for representing those who are marginalized.

PSLS Pro Bono Coordinator Vickie Smith created the Lifesaver Awards in 2008 to recognize local attorneys and paralegals who went above and beyond in their pro bono volunteer work with PSLS. Due to many changes at PSLS, PSLS will no longer present the Lifesaver Awards. PSLS now presents Pro Bono Awards during Pro Bono Week (the last week of October). Please find the full list of PSLS Lifesaver Award recipients below. PSLS and our clients thank you for your pro bono service.

The Immigration Project (TIP) proudly presented its inaugural Lifesaver Award to Attorney Nathan Hamler, at the McLean County Bar Association’s Holiday Luncheon, recognizing his extraordinary dedication to pro bono immigration work.

The Immigration Project serves as the leading provider of nonprofit immigration legal services across 86 counties in Central and Southern Illinois, offering critical support to underserved immigrant communities. TIP’s mission is to ensure access to justice, dignity, and opportunity for immigrants, whose contributions enrich the fabric of our communities. 

Attorney Hamler, who serves as Associate General Counsel in the Law Department/Corporate Law Division at State Farm, has devoted countless hours to volunteering with TIP. Over the past year alone, he contributed 57 pro bono hours, assisting with citizenship and asylum workshops, Temporary Protected Status applications, and asylum merits hearing preparations. His tireless commitment has provided life-changing legal assistance to immigrant families facing daunting challenges.

During the luncheon, TIP’s Executive Director, Charlotte Alvarez, and Staff Attorney and Pro Bono Coordinator, Marie-Joe Noon, presented Attorney Hamler with a certificate in recognition of his remarkable contributions. Attorney Noon remarked, "Attorney Hamler’s efforts remind us of the profound impact a single individual can have when they step forward with dedication and compassion. We can safely say that if all of our pro bono volunteers approach this work with the same commitment, rigor, and willingness to engage in a type of law outside their primary focus, as Attorney Hamler does, the world will undoubtedly be in a better place."

Tenesha has a prjected graduation date of May of 2026 from Illinois State University. She is interested in working beside individuals from all walks of life. In the near future I will advocate for healthy children, plant a garden and redeem a social condition.

Tim is a Juris Doctorate candidate at Indiana University Indianapolis – Robert H. McKinney School of Law. Tim graduated from Illinois State University with a Bachelor of Science degree in Paralegal Studies in 2021 and he also is a paralegal of three years. He works at Kanoski Bresney here in Bloomington. 

Tim lives in Washington, Illinois where he grew up and now lives with his wife, Kate, and 9-month-old son, Franklin. In his free time, he enjoys golf, watching the Chicago Bears and The Fighting Illini.

Emmalie has finished half of her year of service as the JusticeCorps Fellow leading the Law Library Self-Help Center within the McLean County Law and Justice Center. She will graduate from Illinois State University in May of 2025 and plans to pursue a law degree within the state of Illinois. Her interests are public defense, civil, criminal law, and volunteering.

Traffic Stops & Motor Vehicles Searches

Evidence of a crime is often found by police during the search of a vehicle that was stopped for a traffic violation. Items found during the search may be illegal contraband, such as drugs or weapons, or evidence of another crime. What starts out as a minor traffic violation can turn into a search of the vehicle to investigate evidence of crimes unrelated to the traffic stop. This CLE program presents an examination of the various legal bases for the police to conduct a motor vehicle search and the possible legal challenges to the search. Attorneys who either defend or prosecute criminal cases involving the possession of contraband will be better able to recognize evidentiary issues related to criminal charges arising out of traffic stops and motor vehicle searches.
